Page 12 – Watchtower

1 Spoiler: “Why don’t we just go down the list and send someone to each danger spot?”
2 Batman: “Because we’re just troubleshooting.  Doing emergency management.  Most major League actions are measured and extensively planned so as not to upset the balance of world governments.”
2 Spoiler: “That probably keeps you from solving a lot of real problems.”
3 Batman: “Subjugating the world to a bunch of super powered meddlers would do much worse.”
3 Spoiler: “I don’t understand why you’d care about keeping corrupt governments happy, though.”
4 Batman: “There’s a saying Superman is fond of.  ‘There is nothing more frightening than another man’s utopia.’  He tries very hard to make the League a tool for helping humanity reach a shared vision, rather than imposing his own.  Sometimes I disagree with him, but I do respect that.”
5 Spoiler: “You’ll never be able to bring everyone to the table.  Some people are just too different.  And the interests of rogue states are too entrenched.”
5 Batman: “Yeah, but if we don’t jeopardize their power, some of those places will be willing to call us in to save lives.  Lives we might not get to save if we were actively hostile to them.”
6 Spoiler: “Well, I can see the value in that.  And having a continuing dialogue with some of these places.”
6 Batman: “The League’s policy does shift occasionally, but we’re generally agreed that we shouldn’t be kings, or set up our own governments on Earth.”
